HTC 8X PM23300 4G LTE GSM AT&T Windows Smartphone Blue - NO POWER

This phone just doesn’t turn on whatsoever. I tried it on two different chargers, and shows no signs of life. I am blaming a bad/defective battery. I don’t know if these phones can be account locked or not, I just do know it’s an AT&T phone, judging by the logo on the back. Body and screen is in fine condition, but the rubber body is a little worn.
